A Predicted Energy Assessment (PEA) is normally required when selling a property prior to its construction, also known as ‘off-plan’.

The PEA is a predicted version of the Standard Assessment Procedure (SAP), which evaluates thermal efficiency and environmental impact (CO2) based on the same SAP calculations needed during the design stage. A qualified On Construction Domestic Energy Assessor (OCDEA) must be accredited by the government in order to carry out this assessment, which is akin to an Energy Performance Certificate (EPC). This EPC is mandatory for both domestic and commercial buildings when they are rented or sold and is used by lenders when assessing eligibility for a green mortgage.

In short, a Predicted Energy Assessment is an Energy Performance Certificate for off-plan homes that are still being built.
